Well i have some normal colored hair on my arms..my arms are pretty tan...i havent gotten too much sun on my legs and i have real dark hairy legs...if i tan them up this summer will the hair turn blonder? i hate these dark hairy legs

No the sun will not make your leg hair lighter. Have you tried hair bleachers? They might help you and from what i've heard they are inexpensive and easy to use.

usually it gets lighter, though it depends. darker haired people tend to get orange/red hair effect.

well see, when you are in the sun (sometimes this happends with head hair) Your hair will slightly lighten up. I grew up in the South and always in the sun, i was born with dark hair (brown), after being in the sun so much my hair slightly turned a dirty blonde color. Yes the sun strips color out of things. If you want to test this put a color piece of paper (construction paper) on your window where the sun will hit it. after a couple weeks or so, you where see where the sun has stripped the color out of the paper. Its normal.

yes my body hair that is exposed to the sun is blonde. i have a really good tan and lots of sun exposure. my arms are blonde, my legs are blonde/light brown, the hair on my head can get a blonde tint too. i get a regular ammount of sun and a few times at the beach. depends how thick your hair is too.
